Resilience Assessment of Critical Infrastructures

Quantifying resilience to inform decisions in critical infrastructures

This ESReDA Project Group focuses on advancing quantitative approaches to assess the
resilience of critical infrastructures under complex and uncertain conditions. It promotes
cross-disciplinary collaboration and the transfer of proven methods across infrastructure
domains, addressing emerging threats, global change and NaTech scenarios. The group
aims to support informed management decisions by integrating resilience assessment
with investment and maintenance strategies.

ESReDA Project Group on Resilience Assessment of Critical Infrastructure

The project group (PG) has started in 2022 and focuses on resilience applications in
critical infrastructures, promoting cross-disciplinary collaboration and application of
proven methods from one infrastructure domain (e.g. energy, transportation, etc.) to
other infrastructures, including also the issue of NaTech scenarios linking natural
hazards and technological accidents. The PG partners focus on the specific
infrastructure domain they are working on and promote methodological exchange of
successful methods or approaches. The aim of the PG is to develop and propose an
integrated approach for quantitative resilience assessment, including management
decisions (comparison of solutions for investment, maintenance) in a context of
uncertain scenarios (global change and emerging threats, NaTech scenarios).

The PG continues the work done in the previous ESReDA project group “Resilience
Engineering and Modelling of Networked Infrastructure”, led by the University of
Nottingham (Dr Rasa Remenyte-Prescott, Prof. John Andrews, Kate Sanderson) during
2018–2021. The PG work was accomplished by publishing a book, “Modelling the
Resilience of Infrastructure Networks” (Eds. Rasa Remenyte-Prescott, Vytis
Kopustinskas) in late 2021.

Scope of the Project Group

Research in resilience of infrastructure systems has been constantly increasing during the last decade and is expected to grow further. Although the term resilience originates from research in ecology back in the 1970s, self-repairable computer systems developed in the same decade for space and defence applications can be considered among the first engineering implementations of resilience concepts.

Resilience applications in technical systems have evolved significantly over the last two decades, and the concept has been formally transferred to the policy domain through the Directive on the Resilience of Critical Entities (CER Directive), which entered into force in January 2023, replacing the former Critical Infrastructure Directive (2008).

The PG focuses on resilience applications in critical infrastructures, promoting cross-disciplinary collaboration and the transfer of proven methods across infrastructure domains, including energy systems and NaTech-related infrastructures. Partners concentrate on their specific infrastructure domains while fostering methodological exchange of successful approaches.

The following key issues are addressed by the Project Group:

  • Methodological development of resilience assessment, from conceptual
    frameworks to modelling approaches
  • Definition of resilience metrics and development of quantitative tools for
    decision-making

As in the previous PG, a full life-cycle system approach is adopted

Objectives

The Project Group pursues the following three main objectives:

  1. To develop a forum where leading researchers from academia and industry can
    meet, exchange ideas and, where appropriate, work together on projects related
    to Resilience Assessment.
  2. To produce a technical reference documenting the current state of the art and
    the advances achieved during the lifetime of the Project Group in the field of
    Resilience Assessment.
  3. To disseminate the work conducted, with emphasis on its practical application,
    through ESReDA seminars and other relevant channels.
